Restructuring Conductors & Train Managers – Great Western Railway (Formerly – Harmonisation of Terms & Conditions Guards – Great Western Railways)
You will be aware that discussions have been ongoing with the company for some time now and a ‘final’ set of proposals were put forward. The National Executive Committee believed that you should have your say on the changes to your terms and conditions and had instructed me to hold a referendum.
However, before I was able to commence the ballot a number of branches expressed concern that the whole process was being rushed through and the documentation was not clear. Indeed, it was felt that some of the matters on offer were ambiguous and could be interpreted in a number of ways.
Additionally, I received a report from the Lead officer in which he advised me that unfortunately a number of locations had not held consultation meetings so the OTDC were unable to give the facts to members and answer any questions.
On Sleeper Diagrams it had been brought to the Lead Officers attention that an amendment that was arbitrarily made by GWR to the Early Turn Length Limits Turns in the proposal was contrary to what was agreed during negotiations. This is totally unacceptable.
Changes to members terms and conditions are, I am sure you will agree, so important that they cannot be rushed through – once agreed they can remain in place for decades. The National Executive Committee has, therefore, decided to put the referendum on hold until such time as a meeting has been held with the On-Trains Divisional Council, Local Representatives, Senior Assistant General Secretary, Lead Officer and of course the National Executive Committee. I am making arrangements for this meeting to be held urgently and I will keep you advised of developments.
