ROLE OF THE GUARD & EXTENSION OF DOO – ARRIVA RAIL NORTH

I write further to my letter dated 13th April 2017, in which I advised you of managements clear lack of concern and their blatant attempts to not take any meetings seriously. I also advised you that the company were repeating the same nonsense that they fully intended to introduce a minimum of 50% Driver Only Operation across the franchise upon the introduction of the new rolling stock. Firstly, I would like to congratulate you and your colleagues on the three days of rock solid strike action already taken and the increasing number of members getting involved to protest against DOO and the company’s actions.

The Lead Officer has met with Arriva Rail North to try and find a meaningful resolution to this dispute. During this latest meeting with the company, our negotiating team offered to participate in tripartite discussions between the union, company and the Department for Transport (DfT) to seek further clarity on the imposition of DOO/DCO and to seek the plausibility of an amendment to the franchise specification. Unfortunately, the Company blatantly refused our reasonable request and are doing everything possible to hinder negotiations. Furthermore, whilst we are more than willing to meet there is no offer of further talks from Arriva Rail North. As always the company have been informed that this Union remains available for meaningful discussions to seek a satisfactory resolution to this dispute. Therefore, the National Executive Committee has considered this matter and has instructed me to facilitate a meeting between our Lead Officer, Company Council, National Officers and the DfT to discuss the franchise commitments and to try and find a way to resolve this dispute.

The NEC has considered this matter and following the report from our Conductor Employee Council has decided further strike action is necessary. Therefore, you and your colleagues are instructed not to book on for any shifts that commence between:-

•    0001 hours and 2359 hours on Tuesday 30th May 2017

I ask you all to continue your phenomenal support and stand shoulder to shoulder, sending the company a clear message that we will not allow them to destroy the safety critical Role of the Guard. We must ensure that we do allow Arriva Rail North to put profit and greed before passenger’s safety and wellbeing. I trust this keeps you fully informed on the current situation and I will keep you fully advised as further developments arise.
