ROLE OF THE GUARD & EXTENSION OF DOO, CLASS 800 IET SERVICES – GREAT WESTERN RAILWAY

Our Ref: BR2/0146

24th June 2019

Dear Colleague,

ROLE OF THE GUARD & EXTENSION OF DOO, CLASS 800 IET SERVICES – GREAT WESTERN RAILWAY

I am writing in relation to the above matter and following concerning reports I have received from our Lead Officer. It has been brought to my attention that there are worrying developments regarding Great Western Railway’s intention to implement self-dispatch of Class 800 services at stations across their network.

Reports have indicated that a number of local meetings and Train Dispatch Risk Assessments (TDRA) have taken place in the Cornwall area with a view to extending the self-dispatch of Class 800 rolling stock. It would appear that the plan is to introduce self-dispatch upon the introduction of the revised time table later this month.

I have written to the company and expressed my disappointment and concern at the proposals. I am appalled that GWR has taken this approach. I have advised the company that the union is totally opposed to any proposals that would see an extension of the self-dispatch of class 800 IET services. I am also concerned at the apparent failure by GWR to appropriately raise this matter through the recognised machinery of negotiation.

Therefore, I have asked management to provide assurances to your union that the terms of the IEP agreement 2017 will be honoured and that the TDRA’s completed to date will be rescinded due to the actions of GWR in the undertaking of these TDRA’s. I have also asked our Lead Officer to place this matter on the agenda of the Stations, On-Trains and Drivers Divisional Council meetings. I ask that members remain vigilant to this issue and report any concerns they have to their local representative or Divisional Council reps. I trust this keeps you fully advised and I will update you on any further developments on this issue.

Yours sincerely
